It's been over 7 in game months since I've been there and nothing has respawned... What's up with that?

i believe that if you enter the cell it resets the time needed for things to respawn, or perhaps some places are just programmed to not respawn? ive noticed this in a few places where theres still dead bodies all around despite me not being there for awhile. also could just be a typical glitch?
