5.56 hand load ammo : Fallout: New Vegas

Does anyone know if there's someone in the game that'll give me the recipe for this custom ammo? Or if there's a schematic for it?

I found the recipe for .44 mag custom through dialogue with a stranger but i want the 5.56 for my Marksman carbine and Ratslayer. I'm unable to read spoilers, so if anyone knows but doesn't want to spoil it for others, PLEASE PM me.
