I have 190 hours in the game, and I have yet to stumble on them anywhere...Are they even in game? Sure I can just console them in, but I'd feel more satisfied if I found them legitimately. If you saw them in your travels, please say so, preferably with hints of their whereabouts.

PS: 'grey robes' are the next best thing for me, if you know where to find those please tell me. Thanks.

Radiant Raiment, in Solitude, has them from time to time. You might need to refresh their shop a few times to find them, though.

Well... I've never seen Green Robes there, but I did see Brown and Grey once or twice. Of course this was while I was looking for the Green ones, which I ended up just using the console command to get.

Do the hooded robes take up the head slot or can you also wear a circlet with them?

AFAIK, the hooded ones preclude using a circlet. Not sure if that's true across all hooded versions of robes, but it's true with Thalmor and Black Hooded.

If that's true, I wonder what rationale there is for not giving hooded robes four enchantment slots.

I know they were in Radiant Raiment in Solitude the first time i went there.

There are two of them not far from where you initially escape Helgen. At a Talos shrine along with a dead Thalmor.
