This is the same with a large number of people. There is no way that Bethesda could hire enough people for each NPC to have a unique voice actor.

There are only like three voice actors for the entire game, pretty much every Khajiit has the same voice too.

I think everyone voiced at least two characters. You can even hear a mistake done by the voice actors in using the wrong voice. Minor spoiler to explain below;

In the asura star quest, when you enter the star listen to the actors voice. He goes from his normaly distinct acting voice to a completely different tone and accent in the next sentence when you answer him. Bit of a blooper moment.

I remember when Oblivion had the same 2 voices for everyone besides main characters. I remember when Morrowind had no voice overs at all. Shall we go back to the day of two people voice overs, or even better just get rid of voice overs?

Problem is when you have hundreds of people in a world, and then you want to have a voice for each of them, it takes time, money, people and data space to do all of this. Skyrim by far is one of the best single player RPG's out there and has more voice over work in it then any game I can think of. We should be grateful that we aren't reading wall's of text anymore, but nope, people will never be happy with a game.

Oblivion was much worse. Every race had about two races per gender, so it was quite noticable. Skyrim is much better in this degree. In fact, there were so few voices, that many characters had generic lines in a different voice (ex. a beggar would ask for a coin in a 'beggar' sounding voice, and after would tell you a rumor in a noble's voice).

You seriously need to play Oblivion. It actually had about three.

I think they said Skyim has more than 70. That's a few more than three.

A rather ridiculous idea, so I'll assume you're being sarcastic. Personally, I'd prefer the dialogue was not voiced, except for a few lines spoken outside of actual conversation. Beside from the actor often being subpar and the animation not syncing well, having fully voiced dialogue means there will be precious little dialogue at all. Lots of similar voices (ie same voice actor). For example, I'm pretty sure Enthir and Mercer Fey and several others are the same voice actor.

Yes, sarcasm doesn't convey properly over the internet.

Though there may be 70 voice actors, many of those are for single NPCs. The vast majority of other characters share voices, to the point that it seems as if everyone sound the exact same. It is true about Khajiits though, nearly every one of them has the same voice.

The UESP lists two people as voices for Khajiits. So yeah, basically the same voice. I do love that voice, though. :)

For some reason I find the High Elf voice very alluring, the voice all the Thalmor women have.

After I joined the Dark brotherhood I realized the dude that does the voice for ArnBjorn does the voice for 10 other NPCs! I like the voice but it just freaks me out a bit when some random npc has the voice too. Overall it's better then Oblivion/Fallout 3, although my wife and I did have a blast playing "who is that ghoul". You listen to a ghoul speak in FO3 and then name an Oblivion quest the save voice actor was involved in. :)
