having problem playing with friends while set on My rank or

so im level 19 and my friend is level 11 On Xbox and i cannot join as if he put it on My rank only is he really just putting it on my rank only or are the servers just off

As he started playing as My rank or higher or not? I think there should be an option for Any though.

Try playing with Old Skool settings, there is no rank restriction with that mode.
