Why DLC? Sure it's too late to add something like that to the game if Obsidian hasn't already, but with the game focusing on Vegas and gambling and casinos and factions, etc. I'd lay even odds on at least being able to rob casino vaults, and I'm sure there's bound to be a quest, side-quest or other offering something similar to what we are discussing.
In Fallout 2 you could rob a small casino (the Ace casino in Redding), but the front way was near suicide, and involved dynamite to blow off a door. The smarter way was sneaking through an underground mine shaft, coming up through a hatch in the back room, picking the lock on the door to the chip cashing booth and sneaking in to grab the cash.
Even if there isn't an elaborate quest attached, I'm fairly confident we'll be able to "reclaim" our money from the house. But if Obsidian is smart, they will have made this very difficult to do. They don't want the character to be able to walk into a casino at first level and plug half a dozen guards then walk out with 5000 chips/caps/cash or more do they? Hopefully the risk versus reward ratio will be such that casinos will make a tantalizing target, but give every player pause.
