I am moving this to the spoilers section, and have deleted a number of "hall monitor" and non-advice posts. If you can be of help, fine. OK?

Spoiler
Yes. I only do the Books and Burglary jobs. You need to complete any 5 jobs in a major city besides Riften to get the Special Job from Delvin. Do all four of these jobs, and the Guild's back to full power, and you can do the Under New Management quest.

Either/Or. That order doesn't matter so much. I tend to do them first just because, BUT I suppose it makes more sense to do them afterwards considering Mercer's character.

You have to do at least 5 jobs in each main hold (Markarth, Windhelm, Solitude, and Whiterun) for Vex and Delvin to receive the "special" city influence quest for each city. That means you need to do 5 jobs in Whiterun to get the Whiterun quest. 5 in Windhelm to get the Windhelm quest, etc.
Once you do all a city influence quest, you will get a fence for that city along with 3 Thief Caches for that city.

After that, you can continue to do the jobs for Vex and Delvin whenever you want to get all the trophies and the safe displayed in the Cistern. A total of 125 jobs need to be done to get everything.

And it doesn't matter what jobs you do. You can keep doing the same job over and over if you want.

You need to do them to unlock Under New Management.

As it shouldn't be on your quest list until all the city influence quest's ( 5 ) are done and you can't get all of those until you do 5 job's in each Hold ( 20 ). If it is their and you haven't done the before mentioned I would wait until you have those done.

I've done the 5 in one Hold and got the city influence for that Hold, but have not done all the hold's yet.

Now if you are just asking about additional job's to get the 125 for the acheivement, then it doesn't matter.

If your talking about the Thieves Guild bug that prevents you from becoming Guild Master, you'll want to do the 5 quests for each city 1st before finishing the guild. In my opinion I would start those and finish them before doing Goldenglow. The rewards aren't bad either for those quests, you get a unique armor set from one quest and you can get a good amount of stuff in a treasure room from another.

Also the Chillrend sword is better if you are a higher level, so if you at least wait to enter mercer's house, you can finish the side quests and get that added benefit later.

Yeah, you won't even get the 'Under New Management" quest until you do the city influence quests. But after that you can do the rest of the small jobs whenever you want.

I did the rest to get all the trophies displayed and get the safe full of gems after I finished everything else in the game. It was the only thing I had left that I could actually gain something from.

On one character, I did the main TG quests all the way through, then did the small jobs and city influence quests. The only reason it didn't work was because I had done Dark Brotherhood before starting Thieves Guild, so I had sold my basic TG armor. Couldn't get the upgraded armor part, so I couldn't get the Guild Master armor. This was pre-patch 1.4.

The 2 remakes of this character did TG first, one was pre-1.4, other after, to avoid that bug. Only did Fishing Jobs, finished influence quests before doing the Goldenglow Estate quest.

You should probably save often and keep the saves because someone (I can't remember their name.) couldn't get the One With the Shadows Achievement/Trophy. If you have multiple saves you can go back and try things a bit differently.
