Help me build a character

So I finally got done making the perfect face for my guy. (Restarted maybe 3 or 4 times now.)

I'm gonna be using rifles, handguns, and maybe sub machine guns only. So I guess a Rifleman/Sniper would be the best option for me.
Also Normal with hardcoe Mode On.

Help me decided What S.P.E.C.I.A.L I should choose.

S - 3 (I don't really need much, just enough to use rifles, will have a companion carrying my things.)
P - 9 (I'm not too sure about this one, maybe take some out and put into Luck?)
E - 3 (As a sneaky sniper I shouldn't be getting hit)
C - 1 (Meh)
I - 9 (Skill points are always nice)
A - 9 (A must)
L - 6 (Not to sure)

Will be choosing the Wasteland Trait.. and will tag Guns, Sneak, Lockpicking (probably)

So what do you think?

Are you sure that rifles will be usable with 3 beyond maybe the very early rifles? I know a sniper rifle that requires 8 strength, so something like 5 or 6 I would suspect for other high end snipers.

tag guns, survival or sneak, and medicine as you'll need at least medicine for healing... alot....

also, 1C you'll be pretty much socially [censored]. but then again if your aim is to do nothing but sow chaos, more power to ya.

Also i'd go for at LEAST the Trigger Discipline trait, especially if he's the sneaky sniper

I went:
S:6 P:3 E:5 C:2 I:10 A:9 L:5 w/ Good Natured and Trigger Discipline.

But then, I'm not looking to attack too many enemies from range (most are close to me before I can visually make them out, even when my perception snags them) I'm leaning towards Sci/Med/Rep/Guns/Lock/Sneak for the most part. After that, Survival is most interested.

Could always use buffout to bump up your str to 8 when u need to?

I don't know yet what the effects of each stat will be compared with Fallout 3, but just be wary of setting stats too low. I know that having a low intelligence neuters your conversations, and I'm not sure but I would assume a low charisma will do the same. That may not bother you, of course, but it's something to keep in mind. It seems that the idea is that lower SPECIAL stats will punish you a lot more than they did in FO3.

Stan was your average Joe, until he hit the Casino, and then he was a God. Things always just seeme to fall in his lap. Heck, once ol' Stan even won the lottery without ever playing. They just knocked on his door and handed him a check. A case of mistaken identity, but Stan wasnt dumb enough to correct them.

I'm willing to skimp on Char (2), but I went beau coup on Int (10) cause so much of what I want to excel in are related to that stat. Same thing with Agil (9). I fleshed out what I wanted to be on paper and how stats affected what before I decided on what to pick.

Also, maxing out my intelligence gives me the maximum number of skill points per leveling, allowing me, in the end, to get more skills to 100; especially with some of the perks I plan on getting (Educated, level 4, gives 2 more skill points per level, and Tag!, level 16, gives me 15 points to any one skill)

Take a couple of points from Perception and give them to Luck and then learn to love your criticals.

I don't have the game yet, but from what I've read, instead of the bobbleheads of FO3, you can raise your stats by buying cybernetic implants. There are nine, and to get all nine implants (seven which improve your special, and then 2 others) you need 9 endurance. So I recommend setting END at 8 and prioritizing the END implant first, followed by your int. And since we do know there are ways to improve your SPECIAL stats, obviously you shouldn't set anything higher than 9.
