Help can't progress For The Republic Part II

Well I got this quest after completing another quest for the ncr. I never got part 1 of this quest so I'm not sure how that happened. I did the omerta questline right before this and when I go to talk to liz or whatever her name is nothing progresses?

Try talking with Moore again at Hoover dam, that might be it.
