Help gaining items!

I'm wondering where I can get the Ranger Red Scarf Outfit without losing reputation with the NCR. I really like the outfit but it seems like the only way to get it is to kill an NPC who's wearing it. So can anyone help me? Thanks!

Kite enemies near them. For example lead a few blind deathclaws into Camp Golf.

If you manage to do a successful undetected stealth kill, you wont lose karna.

I don't really care about Karma at all, a lot less than F3. What I care about is losing reputation with them, will that happen if I do an undetected stealth kill?

The Colonel meant reputation it was a misplaced word.

Second any silent undetected kill will not lose reputation with a faction.

Try any gun with a silencer, or a melee weapon that is not powered like a chainsaw, thrown weapon or any unarmed weapon.

Long range kills even without a silencer are the same, but 1 are more likely to be detected ( automatically with certain companions in party ), resulting in rep loss.
And 2 will most likely turn any friends of the npc hostile, in fact I would say always turn them hostile.
If so leave and return later on.

No it's a ranger outfit, it has tanish/cream pants, blue shirt, red bandana on your neck and a bandoleer strapped across your chest. That and the Ranger Vest outfit are my favorite ones.

Ha!!

There's an unused Super Mutant Ranger in the game that has that armor (but can't wear it).

1279CF if you're on the PC. Doesn't seem to have any dialog, though.
