help on new build?

Looking to extend the life out of my game and create a new character. As most people probably have, my last character was an extension of my FO3 character. He was an independent militant, similar to a Brigadier General looking to solve the problems he encounters either with his inspiring conversations or at the end of his barrel. He fights the causes he believes and isn't afraid to make bold decisions.

I'm not sure what would be interesting as a new character. I could create a female character, but then what? Help on ideas? Or general character build board?

Give us some more information, such as what direction you're looking to go. I imagine your last character was rooting for the NCR, are you now looking to see some of the other factions? Would you mind playing a cold-hearted legion supporter? Are you okay working for mister House?

Are you looking for something wacky, or something more serious?

I guess you can say I'd like a legend character. Like a legend in the wild west, or al capone. You know, a legend with a gun. Any ideas what kind of people would make good legends?
Oh I got it. I think I'll be the legendary sniper who took out over 200 germans using the iron sights at really long distances. Simo Hayha.
What would be a good sniper build? What sniper rifle mod should I get for using iron sights? I'm considering the m21 but it's not a bolt action.

if you focused on guns or explosives in the last playthrough, you might enjoy trying a build emphasizing melee or unarmed.

If you want to play as a sniper, i'd recommend the GOBI campaign scout rifle and the Ratslayer when you want to use a silenced weapon. I don't think it's possible to remove the scope from any sniper rifles. The Trail Carbine and La Longue Carabine are great backups with higher rate of fire for when your enemies get too close to you to use sniper rifles.

for sniper build i'd recommend the following as a starting build:

S 5
P 5
E 6
C 1
I 5
A 8
L 10 (will result in nearly every sniper shot being a critical hit)

Implants:
Sub-dermal Armor
Strength +1
Agility +1
Endurance +1
Intelligence +1
Perception +1

I would not put more than 64 points into Lockpick or 60 points into Science because if you find all the skill books you will get +20 science and +16 lockpick. Once you have 80 of each, you can use a skill magazine for +20 pts any time you need to hack a very hard computer or pick a very hard lock.

I would avoid using Intense Training, Tag, Here and Now or Swift Learner at all because you get only 15 perks during the course of the game.

Perks:
Comprehension
Hand Loader
Jury Rigger
Toughness x 2
Sniper
Better Criticals
Silent Running
Finesse is good but if you have 10 luck, you are already getting mostly critical hits, so in my experience it doesn't help too much.

Cass's Whiskey Rose perk provides constant +2 STR and between +4 DT to +6 DT (depending on your survival skill) by constantly drinking whiskey.
ED-E's perk is the best for sniper build.

If you want to develop melee a little, I'd highly recommend the following:
Super Slam
Rad Child (stay constantly at deadly or critical rad poisoning and you constantly regenerate +8HP/sec or +6HP/sec)
Stonewall
Piercing Strike
Purifier

Really, if you want to make the most out of the game, play as yourself. Make the attributes how you feel yours are in real life, if you think you're smart, add points there. If you work out, add points to strength. If good things come your way a majority of the time, add points to luck. And as for the tag skills, just add the points to whatever you think you would use frequently, so if you like to get up close and personal on occasion, add the melee weapons or unarmed. Guns would definately be a considerable approach if you like to shoot first and as questions later, but if not, add the barter and speech skills aswell. It's really about making who you feel, not just specifying on making a copy of Arnold Schwartsnager or some other celebrity. Just go with the flow.

I have for over 500 hours in fallout 3 and over 100 hours in new vegas. I don't mind playing as myself. It's always my first character anyhow. I'm just looking for a little excitement while playing.

Do not listen to anyone suggesting to you a build without Educated perk. It denounces them as false prophets. :-) Same for anyone asking you to make a character with more than 5 PER.

How about an old prospector character, someone like Easy Pete? You've been living in the hills all your life looking for that lucky strike, but finally realised it would never come and instead decided to join the Mojave Express as a nice retirement job.

Endurance and survival skill would be very high, as you're used to living off the land. Pretty good with guns, though probably not an expert, very good with explosives (you're a miner!), no skill with them new-fangled energy weapons. Fair Unarmed and Melee skills from those occasional bar fights you've had over the years. Middling Medicine skill. Good repair skill, as you've had to make do and mend. Fair Barter, low Science.

Reasonable strength but low agility and perception (you're getting old). Low-ish speech and charisma as you've not had a lot of contact with other people over the years. Low luck, obviously - you're working for Mojave Express, not living in Vegas!

LOL I think you are taking this too seriously. It is just a game, no one is trying to be a "prophet"

I'm not sure if you're referring to my post, but it seems that you are, as i'm the only one who made some perk suggestions above. I only suggested a few perks to the OP and I made no attempt to propose how he should fill up all of his 15 perk slots.

However, at the risk of appearing to be a "false prophet" to you, in my experience in FNV, there is absolutely no need to max out all 13 skills to 100. Educated can be helpful, but it depends on your play style. If you get all 53 skill books in the game and you have comprehension, that is an extra 212 skill points, and in most cases if you get up to 80 for science and lockpick and 20 points below the highest speech check you want to pass, you can use magazines when necessary. If your playstyle is a sort of jack of all trades and you want to build up guns, explosives, energy weapons, melee and unarmed, for example, then certainly educated would be helpful, and you will need all the intelligence you can get. Also it's not possible to get the Better Criticals perk unless your PER is 6.

In my case i'm emphasizing melee, with decent guns (and unarmed 70 in order to get piercing strike). At melee 80, on very hard difficulty setting, I very easily wiped out the entire NCR group at Camp McCarran, including soldiers with power armor, using the super slam perk and a super sledge. I don't see any need to increase melee to 100, even though that is what i'm emphasizing in this build. If there is a very tough fight on the horizon, I can always use the melee skill magazine.

IMHO, the only need to increase certain skills very high is to meet certain perk requirements, such as Survival 70 to get Rad Child, Unarmed 70 for Piercing Strike, Repair 90 for Jury Rigger, etc.

Get your facts right. Simo H?yh? was Finnish sniper and he didn't kill any germans. Also he has much more confirmed sniping kills than 200, in fact he holds the record with his 505 confirmed kills.
