HELP PLS No healing on sleep or even paying the doc : Fallout: New Vegas

i already noticed that i didnt heal at all when sleeping. didnt mind much at first. but when i was finally forced to go to the doc after a crippled torso and running out of med bags (?) i realized that not even the doc healed me at all. please help!

anybody? between ART, IMCN and rarity mods, i NEED that healing from sleep and the doc. failing that, can somebody tell me the console command for restoring crippled limbs so i can do it myself after paying the doc

Click on your character
type: resethealth
