Jarl Skald isn't giving me dialogue to become thane. I have completed waking nightmare and every other quest in the town for helping the citizens, he just isn't giving me the dialogue. I have even reverted save from when I just completed waking nightmare but didn't help any citizens and still no options. What do I have to do? I know he is meant to make you kill a giant but nothing is happening. any help

Ps. Must I complete mehunes razor quest?

Well I just found In my guide that you actually have to bew level 22 for it to trigger. Can anyone confirm this? this guide has been a bit shaky on level prerequisites..
