Help with "Eyesight to the Blind" : Fallout: New Vegas

I am trying to get this quest, right now I am the point where

I have completed Veronica's side quest and she will no longer
enter the Brotherhood bunker, and have completed "still in the
dark". McNamanara is still in charge and has given me access
to a safehouse.

The only new dialog I have with the elder now is to

ask to join the Brotherhood

which I don't feel like doing. Is there something else I have to do to get this quest?

I'll ask to join, I hope that doesn't make my NCR rep take a hit.

It doesn't, I just finished this quest on my most recent character and her NCR rep did not change. Even if it did I would still do it, the stuff you can buy from the store as a result is worth far more than some piddly rep loss you can make up with a 5-min fetch quest, especially for a EW user.
