Help with No, Not Much Quest

When I go to camp forlorn the guy says he won't send troops to bittersprings what do I do?

You have to do the camp forlorn quests and you have to wipe out the fiends so 1st recon gets sent to camp forlorn. At least that is what I did.

How do I get the quest? Its separate from this quest?

Is this quest bugged? I go to all the camps and nothing happens? I just interrogated that legion guy at mcarran but the marker just keeps pointing to his room and no more dialogue options appear?
