What is it you're trying to do that isn't happening when you wear the enchanted items?

Some items have limitations as to how much they can be improved. What do you mean by 70%?

Are you wearing the enchanted smithing items when you improve armor and weapons at the workbench and grindstone?

i think he means 70 damage, not 70% damage.

70 damage sounds about right. If you want to increase the damage more, there are couple of ways.

1. Improve skills in one-handed and take more damage perk. What's your current skill level and what's your armsman perk?
2. Wear items enchanted with Fortify One-Handed enchantments.

If you want to make stronger improvement through smithing, you will need to increase your smithing level more. That means wearing stronger smithing enchanted items and/or drinking stronger Fortify Smithing potion. You are near the limit now using the normal means. If you want it stronger, you would need to use Fortify Restoration potion exploit.

Without exploits, I believe 27% is the maximum for +smithing enchantments and around 125% for potions. Don't waste time after drinking the potion because the duration is in-game time and the clock is running while you look through menus. You will be lucky to improve more than one item before the potion buff wears off.
