I'm doing the quest now. As it so happens the sewer entrance Vex refers to is on the island. I spent a lot of time swimming around to find the stupid entrance thinking it was a large drain that drained into the lake. Nope, it's like a covered well.

I too, ended up doing a lot of sneaking and sneak-swimming around scouting the place out. But I would not suggest that unless you have a high sneak, like I do (and did at the time).

If I remember right, the best way to to it is, sneak into the area with the bee hives, quickly set 2 on fire, however you do it, I used firebolts. Then move away quickly, trying to not be noticed by the mercenaries that will come running, Then head to the south-east side (I think that is right, but use your map) of the estate to locate the drain pipe entrance to the sewers. You will then go through the sewers to get into the estate at large. Watch for a trap and some skeevers, and I think a guard or two. From there just be sneaky and follow your quest guide. (The arrow.) Alternately, you can use the Clairvoyance spell to show you which direction you need to go in if you get lost.
