Doesnt seem to be so considering the camera angle and the way the head is oriented as if looking at the player-character like Ive seen with so many other NPCs in the game.

Nah, The Bannered Mare's counter is only one part, open on the side. This on is split down the middle.

Yeah, she's not in the game. Was more than likely just a promo shot.

And there's nothing wrong with that..it's not a "feature" of the game..it's just one NPC and how she looks..you could easily create a character that looks exactly like this.
