Any race can become a vampire, regardless of gaming platform and patch number.

Is there any special requirements because my character has been getting bashed for a solid 20 minutes now.

I stood there getting bashed at lvl 1 by a normal vampire ... nothing happened, so i went to the master vampire, 10 - 20 hits, i contracted the disease

Yeah, the more powerful the vampire, the more likely you are to contract the disease. I took a couple hits from a Volkihar and immediately got the disease. Luckily, I had a cure disease potion.

Also dunmer make the best vampires since they have a natural 50% resistance to fire. It will cancel up to stage 2 vampirism.
