Can someone explain to me how to get higher leveled spells? I have been to just about all of the court mages and college a winter hold people but it caps around adept level spells. I have been using fireball and flame atronach and I'm in the 70s on destruction and conj do I have to hit a certain level for them to be Avila le for purchase, or do I have to go to a specific seller?
