Does Honest Hearts fix anything in the game? eg. Camp McCarran CTD.

Cause I stil aint got to the Dead Money section (which I bought), because of the CTD's that u can't get around.

If I get Honest Hearts, Will I be able to play Dead Money... and mabye even finish the game?
