I report to the Col. at Hoover Dam as instructed. She tells me that I can stop by their quartermaster. I leave her office in search of this person. I can't seem to find him everywhere and I'm pretty sure I've looked in every room.

Take a left from her office, then down the stairs on right. His room is on the right.
