During Vault 11, you encounter hostile turrets which due to an error belong to the House faction. Destroying them fails House Always Wins and turns House and his robots against you.
To me it sounds as if the OP has done Vault 11 and is asking if the patch not only fixed the error, but also reset House Always Wins and the House Robits hostility towards him. Thats something the patch would never do. How would the patch know exactly how a player failed House Always Wins? If it did what the OP is asking we'd get players complaining that they sided with NCR and now the game has bugged becuase House Always Wins is active again.
To reset the quest and the robots, he'd need to start a new game or load a save game prior to Vault 11.
This problem all began because of poor coding. Some of us had 50+ hours in at the time we encountered the bug. Forcing people to restart a game because of poor QA and coding isn't acceptable. They should have found a way to fix their mistake. I waited for this patch to come out thinking it would fix that problem. I also want to add that not only do you lose the achievements related to the House quests, you also lose the achievement for collecting all of the snow globes as the floor that the snow globe is on is
not accessible from the elevator.
I could have simply restarted the game from the beginning, throwing away 50+ hours of work, before they even released the patch had I wanted to. I invested a lot of time and thought into my character and at that point was more than happy with him. I waited for weeks for them to release the patch and can sympathize with the OPs situation. I am continuing on with my now 80+ hour character and will finish the game missing out on playing it the way that I wanted to and also losing achievements.
The Pitt's (Fallout 3) initial failure turned me off of buying day one Bethesda DLC. New Vegas turned me off of pre-ordering/release day purchases of Bethesda games. I expected a buggy game but not to this extent.
