I think I am tending to choose to side with him but any non spoiler thing that really could tell about his back story?

Nobody knows anything about him. All we know is that he's pre-war and has a robot army under his command.

It's a spoiler that is vastly known already, but none the less you asked for a non-spoiler which is very hard to do when asking about a character's back story.

Well he owns a casino, has robots, and is old and wise. So it seems he is the badass faction leader who owns all the money.

Caesars legion are slavers and NCR are not well organized so there is a great reason to choose house because he owns Vegas and the Hoover Dam practically

He's voiced by the guy that played Odo in Deep Space 9. House is totally my favourite character now, because you know his dialogue is going to rule.
