For all the other houses I did quests for the Jarl and then got to buy the house.

Jarl doucheba, err, Ulfric only gives me the quest for his boy Galmar which leads me to joining their lame cause.

You can also get the Windhelm house by completing the Civil War questline for the Imperials.

You don't do any Stormcloak quest to get any Winterhold house. There's no house to get in Winterhold... Just do the Winterhold College quests.

EDIT: Obviously I meant the house in Windhelm, not Winterhold.
