the house in windhelm Hjerim, forgive me for butchering it in the title

Ive done the white phial (awaiting the courier for 2nd part) and Ive been the windhelm 3 times now. I never had the murder quest ever intiate on my 1st play through, and I was thane of windhelm and never got the home. Id like to obtain that home asap, can anyone tell me how to make sure I get this quest to obtain the home!

You have to participate in the Civil War, I think. Midway through the Stormcloak side, and running the Imperial side to completion.
