go to the jarl of whiterun and do the first quest he asks you to do, then stop. You'll get the dialog to buy the house, you can't miss it.

Ok.. I reckon i've done this quest about 5 times with different character but i dont remember seeing that..
Is there a way you can go back and ask to buy it after you've completed the quest?

Talk to the Jarl's Steward after completing the quest for the Jarl.

The other gotcha is that the Jarl's Steward must be standing near the throne and the Jarl for him to have the option available.

I've done this a few times, he keeps some odd hours, I have the most luck around 8-10PM.

There should be a man named Proventus Avenicci, you have to take a sword to him from his daughter at one point. You can buy and upgrade the house from him. I don't know what to do if you invade Whiterun though

Also, you might want to try asking to purchase Breezehome from the Steward between the hours of 8 AM and 8 PM. He won't offer (or didn't to me) outside of those times. You will need about 6500 gold to purchase everything, btw.

Unlike Fallout 3, though, most of the "upgrades" are purely aesthetic and don't seem to serve much of a purpose. So I would only suggest the bedroom and alchemy table until you have funds to waste (this IS an RPG, so that will happen sooner than you think). Good luck!
