I'd like to go in Shrine properties and mess around with them. Where can I find them in the CK?

The shrines basically cast spells on you when activated, so you need to edit the spells being cast rather than the shrines themselves. You can find them in the Spells tab under Magic, and when you click on the spell it will show you what effect(s) is/are being used. To edit the values you go to the Effects tab and look up the one(s) you want to edit, then use the Edit window to change each one you want to alter.
