How can i take over the NCR correctional facility and make the NCR take control?

yep, and even though you take over the facility, the radio will glitch (wow.. really? a glitch in FNV?! no way!!) saying the NCR failed to retake the prison.

It only gets mentioned in the end game narration if you side with the NCR for the final battle.

In the meantime, though, you can just run in and kill everybody. Except the one guy in there with a cowboy hat who is not a red hostile - don't kill him.

I didn't even know the NCR could take it over. I usually just run in and kill everyone. It seems to work.
