Put Steam in offline mode once while you're online and you're set.

In the uper left corner of your Steam page, click Steam and select Go Offline. Each time you reboot and run a Steam game, you'll get asked if you want to play online or offline. Simply select offline.

You'll need to connect to the internet when you install the game, as it must verify through Steam. After this you can switch to offline mode and play without the internet.

If you computer has internet access, but you want to game offline, this is easy to do. If your computer doesn't have internet you'll have to move it and install somewhere you have access - perhaps a friend's?
