How come guards don't give a damn when NPC's break the law?

I've seen people get murdered over a carrot and all the guards do is yell for help and run away, yet when I punch a chicken they're all up on my ass over it. In what way does this make any sense?

Hey - that job is hazardous... one minute you are trying to stop a chicken from getting punched... the next minute, you've got an arrow in the knee.

Well, plus they were super-amazingly-psychic. Move a bowl in Anvil, get a beat down from a guard in Cheydinhal 8 game months later for the crime.

Probably because there's no realistic way (yet) for them to do a proper NPC-Guard reactions. As we saw in Oblivion...

*NPC steals a carrot*
Nearby NPC: GUARDS! THEIF!
*entire city watch converges on said NPC and kills them*
Guard:... Someone's been murdered!

As the current build exists, there is no mechanic for a NPC to pay for a fine or bounty, or go to jail, so their only option is to resist arrest.

it was fun watching city-swimmer cause a riot in bravil, i miss having an interesting AI that caused interesting things to happen in an interesting way at an interesting time (the point is that oblivion's AI was more interesting at the very least, i thought it was much more fun aswell)

Modders could do this in Oblivion. Surely Bethesda could have done the same thing in vanilla Skyrim?

I'm not sure why npcs could get chased or killed by guards in Oblivion, but this feature is missing from Skyrim, though many things have been removed since Oblivion.

Riften has guards that chase down NPCs. They appear to be scripted events, but it's entertaining, and has happened randomly several times.

it pisses me off, I get attacked by mercs in the middle of the city, and I was dying, I knew guards would be there to help me...

That can be said of almost anything though. "Modders did it, why can't Bethesda?" That's a good question.

Modders generally focus on one core idea, they also don't have to deal with balance, or optimization... at least not on the same level as Bethesda. It's somewhat unfair to use this logic, as it somewhat discredits both sides. It over simplifies the job a developer does and makes it seem as though modders can never be equal to, or above the level of most developers.

Thieves at night are set sin a way that the entire city will try to cut them down. I've seen this happening in many towns and even Riverwood. The funny thing is that these thieves scream and curse but are not able to put up a decent fight, not even against NPCs punching them in the face :)

What really ticks me off is when I slap a frenzy potion on someone and all hell breaks loose... until the frenzy effect wears off and everyone goes back to normal.

Missed it in Oblvion NPC who was caught for crime should surrender and been taken to jail.
Should be posible, guard come close to npc "says pay your fine or go to jail", npc puts away weapons and follow the guard, guard goes to closest jail.

This was done in the Oblivion Thief guild quest with the informer, she followed through the imperial city and to the jail.

I was so angry when that happened to me. I slit a couple guards' throats for it.

That was a scripted event. A NPC pickpocketing someone because their AI tells them to is not a scripted event, neither if said NPC is detected, and the resulting Guard trying to arrest the NPC.

Ahh, one of my favorite strange moments in Oblivion..Cast the frenzy spell at a Khajiit and Argonian.. then proceeded to follow them around watching the chase ensue, until gaurds stepped in, and killed them both. Sheathed their weapons, and walked away like nothing happened..


But, in all seriousness..I would like to see an option to explain your crime (theft) so many times, I've accidently picked something up that was marked steal.. suddenly, knifes at my throat for a loaf of bread! Hey, I'll pay for it guys, just chill out!

Well, you can always play the Thane card. Ironically, my character is a sneak theif and I've only ever had to claim Thane on an accidental button press.
