Some people have suggested making the level cap 40, and I say hell no at first. We could have 100 skills point in everything practically... but what about this?
Every rank, you can relocate up to 10 skill points (take 10 out of Repair, put it in Sneak), and you can also replace a perk you don't want (not including Here And Now). For instance, I don't want Cowboy anymore. Lever-actions and knives are behind me. I want to use a shotgun.
The current cap of 35 is a bit too high for my liking as things are, since I can easily max out 8 skills and with some work at least 2 more. A cap of 40 would toss what's left of skill diversity right out the window, and that gets a big  from me.
The ability to reallocate skill points and perks would be interesting, however tinkering with my 'tutorial completed' permanent save has shown that this would be
way too easy to abuse at high levels given just how many perks and points could be shuffled around. It would also obliterate the whole RPG concept of 'this is what you chose to be, now live with it', which is a bad idea IMO.
