Bound weapons are actual weapons called out by the Bound Weapon spell, so adding shock damage to a bound weapon would be as easy as applying a Shock Damage enchantment to the weapon.
The existing Bound Weapon spells can give you a pretty good idea of what you'd need. The weapon called by the spell is determined by the "Assoc. Value 1" in the magic effect. That points to a regular weapon within the Weapons category, and that can be given enchantments like any other weapon. Copy the existing Bound Sword, add a shock damage enchantment, then make a new Magic Effect (or copy an existing bound weapon effect) that calls your new bound weapon instead of one of the defaults. Then make a new spell that uses that magic effect.
If you want the spell to work with Mystic Binding and give you a more powerful weapon, you'd need to create a second weapon with more base damage, a second magic effect that calls that stronger weapon, and apply that effect to the same spell with a conditional that chooses either the weaker or stronger one depending on whether you have Mystic Binding perk. Or just copy one of the existing Bound Weapon spells and edit it so the conditions will already be there.
