I doubt you can.
The snow is not so dynamic after all, from what I have seen, while exploring the CK.
There are several versions of some statics, the normal one, and the snow covered one.

I may be mistaking, and there might actually be something dynamic about it.

Set a snow type for a static, under the Directional Material.

Eh? Putting snow on a static is no more difficult than putting in a light. Does that mean lighting isn't dynamic?

Either a dynamic light object(like a torch) or an invisible light bulb that emits light and can be placed on static objects that look as though they should be dynamic light sources. .

If you found/created a snow shader, it could probably be applied with a script.

However, there is no real dynamic snow that I'm aware of in Skyrim. Most exterior pieces from the Dungeons tilesets have a "snow" counterpart. (An identical mesh but with a snowy texture applied to it.

Yes, GrandDukeAdense is correct. Most of the snow is texture-based.

For example, here is an snow-colored "escape pod" wreck I'm using as a test with snowy texture.
