I keep trying to interact with Boone to try and get the 2nd quest so I can get the armor, but I can't get anything... I did go to the fort and massacred everyone and then talked to Boone, which the topic was about Caesar and then how he killed his wife etc etc still no 2nd quest.

How do I get the 2nd quest from him?

can i ask a question, i am trying to find out what happened to his wife, and for the life of me i cant figure it out. who do i take in front of the dino for him to shoot.

talk to the crazy dude..

just talk to him..

its that lady that runs that hotel or w/e umm just look behind the desk and youll find a safe open it and there is a record of the trade

Did you read the thing you got from the safe.. what does it say..

Kill more Legion. Just keep finding Legion folks and murdering them with Boone. Clear out Nelson, hit up the camps. Just slaughter the Legion. Make sure you keep talking to him. Eventually Bitter Springs will come up. Then later it'll come up again and you can suggest you go check it out, to which he will say "no". But shortly thereafter he reconsiders and approaches you about going there. That's his second quest. In the meantime, get to work killing the Legion.

Are you serious? I am NOT asking about the wife, and all you said in the post was 'talk to the crazy dude!!!'

Where are some hotspots for the legion then?

Cottonwood down near the lower right corner of the map is a big legion base. There's also the legion raid camp due east of... Err, that town that Vulpes burned to the ground which has some legionnaires to slaughter. Nelson too. I found that Boone talked to me about Bitter Springs after I purged Nelson and Cottonwood, and after having wiped out the raid camp earlier.
