How do i get the NCR safehouse key? : Fallout: New Vegas

well in my other profile i have it but am wondering if i can still get the if my reputation with them is "good natured rascel" iv'e done all the quest for the Con. shoe guy and i haven't gotten a key and is there any way to up my reputation with the NCR at least past "good natured rascel". I've also saved president kimballs life

You have to be Liked by the NCR and then talk to Hsu. If you already reached to point where you have even one rank of infamy with NCR and past the point where the Ambassador forgives your NCR crimes, then you can't get into the safehouse
