You should have a quest for him. You need to help him with his new spell, I don't how far along into the mages guild questline you have to go I was the Arch-Mage when I was given the option to help him.

After Under Saarthal quest is done I believe you just talk to him and he will give you a quest you must do for him after that done he will be your follower
