How to give item infinite Charges

Hi I want to give staff of magnus infinite charges so how do I do it. I changed the enchantment variable to 5000 and still it drains.

Is it possible to have the enchantment use 0 charge?

My guess would be to set the base cost of the enchantment's magic effect to 0.
