Essentially what Hungry said. Bethesda has too much on their plate, and it's my fear that every Fallout is going to be similar to TES, because Bethesda has a lot going on and are not going to spend the time, and the money to make Fallout unique. Not saying that TES is bad, I'm saying that I don't want them to become twin sister series...

It's worth pointing out that many people were concerned that Fallout 3 would be "Oblivion with Guns" so if you liked FO3 I don't think you need to worry too much about the two series sharing too much - it will happen but I think Bethesda will be able to keep them distinct as well.
As for the topic at hand, I don't see any reason why developement of Skyrim at Bethesda Game Studios would impact the developement of Fallout New Vegas DLC over at Obsidian. I also get the impression that the FONV DLC were planned before the game's release . . . . and if they do well enough that additional ones are considered presumably the release of Skyrim won't interfere with this.
