How to make best character

Ok so getting all the Special Stats and skill points possible is my goal. I've gotten Extreme conditioning 10 times and all 10 implants with dead money coming out adding 5 more levels will it be enough to raise all your skills to 100? My goal is to get all skill books, and I got the 10 inteligence before getting to level 2. Only skill points I wont be able to get is the 4 from the big book of science from the helio's one quest because I didn't know doing it for the Fota guy gave you one. Is there a chart of all the skill points possible to get out of all the skill points you would need to max everything out? This forums been helpful so far so i'll just see if someone has the answer to everything.

I don't think it's possible. I think they purposely prevent yuo from doing it because people were complaining about god-characters.

That said if you manage it you win a internet cookie from me.

EDIT: No flaming him by the way. That would be uncool. :nono:

You don't get everything maxed out, It's most likely impossible to get every single skill maxed, But i would suggest wearing clothes if you don't care HOW you get the points.

Thanks for the warning. That means there's at least one DLC for this game I will NOT be getting.

I just tried this on my last character, just for the hell of it. I finished the game around level 26 or so (I wanted to see the NCR ending & ran out of patience). By level 26 I was maxed out in the skills I cared about and was just dumping points. So, it was an incomplete experiment.

Anyway, start with the Traits 4-eyes & Small Frame. There's a plus to Perception and Agility. The negative effects of these traits are minor.
Next, you'll have to decide whether you want high SPECIALS or high Skills -- if you want the Skills choose a 10 INT. If you want the SPECIALS choose a 7 END (for implants) and dump the rest in INT. Skills are your best choice.
At level 2 choose Intensive Training.
At level 4 choose Educated.
At level 6 choose Comprehension.
At levels 8, 10, 12, 14, 16, 18, 20. 22 and 24 choose Intensive Training. I had a 5 END when I purchased all my implants, you may want more so you'll have to adjust how you spend your Intensive Training Perks.
Remember, each point of LUCK raises all skills by 1; Each point of the other SPECIALS raises associated skills by 2. LUCK will help your criticals but while playing it's not all that noticeable, so it's better to raise the other SPECIALS for the Skill boost.
Basically, at the end, after Skill books, and if you are distributing points evenly, you'll have average 8s in your SPECIALS and your Skills will average @ 70. You don't need to go over 80 in any Skill because magazines will give you +20 (Just be aware that if you intend to talk your way out of trouble at the end be sure to read the magazines before initiating conversation). These are averages, remember -- some will be higher or lower. Plus, you know, math.

It's pretty fun to make the character like this. It's very surprising how well you can do without loading up on Perks; Skills and SPECIALS will get you far. I doubt I'll do it again ( I like Perks) but it's fun once.

I can max out 6~7 things with 4 INT.
Am I doing something wrong?

My solution is going to be:

1. Get my damn gaming computer working.

and

2. Buy the PC version of the game.

and

3. Lower the level cap back down to 30 with the GECK.

With clothing and Party Time Mentats my character is able to max out 11 of the 13 skills with the following starting stats and small frame:
S 3 (+1)
P 6 (+1)
E 8 (+1)
C 1 (+1)
I 7 (+1)
A 7 (+2)
L 8 (+1)

Travel with wilderness explorer garb or whatever it's called to max Agility and Endurance, and Perception and Intelligence can be maxed from 8 with a Mentat. Every skill set can reach 100 with the help of clothing, mentats, magazines, or a combination of the two except Melee & Unarmed which had approx. 50 points without assistance. Make sure you take both Educated and Comprehension at levels 4 and 6 respectively. I found 4 skill books for each skill except Explosives and Science where there is 5.

With careful planning it can be done. But then, not much of a roleplay then, is it?

I don't think it's possible anymore, at least not yet. This time around you kind of have to specialize in 1 or 2 things. You could also play a character with like 60 in every skill. With comprehension you might be able to make most <80 skill checks. You just won't have access to 100 skill locks and computers.

I actually tested this on my current character, and it is not possible to max all 13 skills now matter what you do.

I took Small Frame for the +1 Agility, and altered the amount of SPECIAL points you get during the chargen process and upon leaving Goodsprings for the first time so that with Implants I would have

S: 8 (10 once I got PA)
P: 7
E: 7 (no implant)
C: 7
I: 10
A: 7
L: 9

and at L30 I was able to max 8 skills, have one at 94, and another at 60 with all the relevant skill books. Were it possible to get all SPECIALs to 10 that would be an additional 54 SPs, which would mean 10 maxed and one at around 40 if I went and got those skill books. I probably should have gotten the END implant, but I wanted to try the Regen one for a change.

I did not take Four Eyes, due to how it works. What happens is that it gives you a permanent -1 PER and doubles the bonus from glasses, and since I cannot wear glasses and my PA helmet at the same time it wasn't going to work.

Incidentally, the amount by which I changed the SPECIAL allotment is equivalent to taking that many ranks of Intensive Training, which I skipped to keep the test 'fair'. I chose the values above because stat checks usually need a 7 or higher and I can get the odd +1 from clothing, and I also did not want a character with all 10s even though that would get me 1-2 more maxed skills.

EDIT: I left out the additional 85 SP a 10 INT character would get with the DLC because I don't have access to it yet (PC user), but the result would be 11 maxed skills with the other two at a reasonable level, assuming all skill books were collected. Am of mixed feelings about getting it as a result, although I probably will anyway once I can.

Well, many skills are solely based on checks and one-time uses. If you get the Comprehension perk and stock up on skill mags, you can, for all practical purposes, leave then at 80 and they would still be virtually maxed out. For example, Lockpicking and Science - there are very few 100 skill required locks./computers and even fewer 100 science in-speech checks. Any weapon skills you don't plan on focusing on could be left at 80 too, and just read the book at the right time, and Repair and Survival only need 100 for certain recipes.
For traits, Small Frame and Four Eyes give plus one to a special stat each, so theres a few skill points there.
A High Endurance for the most implants and thus additional skill points would be a good idea, and obviously a high INT (9, then somehow purchase the int implant right away, or if you only have 6 END and don't wanna bother with the implant for INT 10 off the bat would work)


Even with all of this and everyone elses input, I doubt its possible to max out everything. But i suppose if you do include clothing, and assuming you keep a stock of the necessary clothing at all times on you, you could get pretty damn close.

True, i agree 100% there is no need to come on the forums to take advice on how to build the so called perfect character. Build your own, thats what makes your character truly "yours". Plus i see people saying there characters are god or the strongest, i see multiple ways to create top of the line characters.

Still, it makes an interesting challenge for a second play through. It's like doing a speed run or playing as a pacifist.
