how to make peace between the legion and stormclack? : V

I've heard that at a certain stage in the game
players can host a peace conference in solitute (?)
and Jarl ulfric stormcloak and general tullius will sign a peace treaty between their interest groups

just how can i get this 'peace making' quest?
So far,
no matter which one (U or T) i side with, the quest chain will lead me to kill the other

It's part of the main quest, once you progress far enough you get to hold a peace conference between the factions if the war isn't over.

Peace? What peace?! The game only gave me 1 option and it was pretty much "Since I'm biased to the Imperials, no-one is getting anything." :dry:

The peace is just temporary so that you can capture the _______. Afterward you can go down either path and I didn't see any points where you could make permantent peace between the two.

weeks ago I finished the main quest but i dont recall any main quest that involve solving conflicts between the two factions
this time i havenot sign up with either of the two yet,
I shall stay nutual and progress in the main story line ?

I stayed neutral as well and completed the main quest with no problems

It is my first run through the game and I decided no way was I siding with anyone

It's not clear to me that a permanent peace is possible, other than choosing a side and helping them to victory over the other.

I was disappointed that there wasn't an option to turn on the real enemy, the Thalmor. I wanted to a) help the empire, because regardless of the validity of the Stormcloaks' argument, they're going about change the wrong way, and

Throw out the agreement with the Thalmor and go to war with them. Hopefully that will come in an expansion.
