How do i make "The Headless Horseman" appear near wh : V

I tried going at night where the horseman appears but nothing happens? or am i in the wrong location.......help :confused:

Its random I only seen him once.

You can see him ( randomly ) on any road at night.

He head's to Hamvir's rest, usually getting their around dawn. I have seen him near Solidtude and near Windhelm with different characters. Followed him all the way to the Hamvir's rest with one character.
