I believe there are twenty shouts, and you can get them all with a single character.

You end up with a lot more dragon souls then there are shouts.

The dragons really aren't too aggressive, considering their size. If you need help killing one, run to the nearest town and let the guards help you soften him up. Then go in for the kill and absorb the soul. I got killed by a dragon the first couple of times I tried because I tried to do "toe to toe" melee with it. Let others do the work and then swoop in for the killing blow works much better.

Only tips I can give you for dragons...

You need a bow...

Find cover (can hide behind pillars) and shoot out from it right after a breath attack..

Bring a companion, or summon ones to help you out...

If all else fails, use the terrain and "locals".

Bandit, imperial, stormcloak, and giant camps will attack the dragon when it flies around them... Just be careful they don't turn on you half way if they are aggressive.

You can get all the Shouts, but really, only a few of them are used all the time. Of course what you use is going to be different than what I use. However to unlock all 20 shouts, you are going to need at least 55 Dragon Souls (if they all have 3 levels). I can't remember how many Shouts get unlocked without the souls. So you will get pretty good at Dancing with Dragons

There are 20, and you're not limited to a few. :)

like people said, there are 20 shouts. To get them all, you need to finish the main quest and do the following for other factions: Become a Member of the Companions (which means do their first main quest, not just say 'hey, can i join?), Join the College and go on a field trip, and join a Civil War faction and go on your first real mission.

Twenty Shouts, Yes you can get every single one. Most are found in dungeons and Five are found outside of them.
