As was said, there are two rifles that fall into the generalized category of high precision rifles; Light or Long rifles in Brink. You can add a scope to most of the other weapons as well though.
The bolt action Barnett, according to information from the strat guide, does 125 points of damage per shot, which is enough to drop a light body type (120 hps) unless he is buffed in some way (of which there are several). We don't know the details on added damage from headshots, but we do know there is some, so a headshot may be able to drop unbuffed characters of another body type (mediums with 140 hp, heavies with 180 hp) but it's speculation at the moment. You can also get buffs to your weapon damage to increase the chances of dropping buffed characters in one shot.
There are no known OHKs in the classic sense, but there are some OH incapacitations, the difference being that a medic can still save you while you are incapacitated.
And I apologize for some of the more insulting commentary tossed your way, but there is a high level of "dislike" for snipers around here so it seems like there's no good way of avoiding it.
