How to raise plane on lake Mead? : Fallout: New Vegas

I have the stuff from the boomers to raise the plane ( rebreather included) swim down to plane but can not attach floatation devices to plane. Joined yesterday.

There are spots under the wings.

You will see what look like outlines, with an option to select.
