Talk or record your voice?
I'm assuming the latter and have no clue, but for that stuff I'd recommend Audacity or some other program designed for voice recording.

Record other peoples voices, so I can replay it later. THeres this dude that talks crap in the server, but the admins are never around when he does.

Stop right there.
Recording another person without their consent is a pretty serious crime. Because what you are proposing to do is illegal, any reason you might have for wanting to do so is also closed to discussion.
