How to reduce base improvement rate for weapons and armor (s

How do I reduce the base amount for which armor and weapons (values are seperate right) can be improved?

Vanilla setting is that at 100 skill that armor can be improved by 35 points and weapons by 15 damage with no perks , but I want to reduce that to something to 20% and then increase it with additional perks

Also according to the CK values, Daedric and Ebony war axe are the same weapons, but in game with maxed skill and perks (no smithing improvement) Daedric has 3 more damage. Why is that? And how would I know which value to write if I wanted to change weapon damage?
