I haven't found any ways to respec legitimately in the game. Is there a way to use the console to respec some perks without breaking my char? After finding out that I can smith even the crappiest armor to be way over the cap I realized I wasted some points in heavy armor specialization.

Yes. You have to look up the perk IDs, but to remove a perk you type "player.removeperk [Perk ID]" and to add a new one you type "player.addperk [Perk ID]"
