Since I can't start the CK while Steam is still downloading the texture pack, I start the CK this way:

Create a new text file with this content:

@echo offset SteamAppID=202480Start CreationKit.exe

Save it to your Skyrim folder as "CK.bat" and use a link to this file to start the CK.
