That is how it was in Fallout 1 and 2 if I recall right.

There may be quest & NPC ways to increase them. Like the Fire Ant quest in FO3 (+1 Str or Per). Or wasn't there a surgeon in FO1 or 2 that could increase some stats for a huge amount of caps?

As far as I know, stats don't grow on trees anymore. You just get them from the perk and *minor spoiler* from implants.

Only way that I know of is from perks every couple levels, unless the "snowglobes" do the same thing as the bobbleheads, but there are only like 7 or 8 of those in the game (i never found one myself, just saw where i could put them in game, and have read a few forums where they were talking about them)

Good question not sure why they would completely throw that out the window it was a great aspect in FO3

When you find the first snow globe it does say you need to find a NPC that would pay dearly for them?

Yes, it mentions that they're quite valuable to someone... never mentions who though. I found 1 snowglobe already and it was in... nevermind, this isn't the spoiler section.

From Fallout.Wikia.com
Not sure if this is true or not but I'll just drop it here

Spoiler
One significant change is that there are no bobbleheads available with permanent increase to SPECIAL scores. The only way to permanently increase SPECIAL scores in Fallout: New Vegas is by purchasing expensive implants from Dr. Usanagi at the New Vegas Medical Clinic.

Spoiler
Directly East of the Crimson Caravan just outside of the Strip is a Medical Center with a Doctor who will give you SPECIAL enhancing implants for a steep price.

For the snowglobe answers:

Spoiler
Mr. House has a robot in his penthouse that will take them and give you 2k caps per snowglobe

Yes, they wanted you to have to make choices, and not be a god in all skill types (which I'm SO thankful for, that was my biggest complaint about both Oblivion and Fallout 3)

Implants, just like FO1 and FO2.

Extremely rare, I'm guessing; just like FO1 and FO2.

This ain't FO3, boys and girls. There is no "I'm going to max out EVERYTHING!" In this game.

Though, you can still try ;)

its to prevent people from making charecters with all 10 speacial and all 100 skills like you could in FO3, other wise people make these all but invincible charecters then complain that the game is too easy even on the hardest setting.

you have to earn the all 100 skill in oblivion, you don't add to your skills when you level up. It takes a long long time to get every thing to 100 in oblivion (you should know this) and even still they don't make your charecter over the top since there are no perks in the elderscroll series (but maybe that will change... probly not)

*******Spoiler alert******* for those that didn't "unhide"

I LOVE this implant idea. Now I dont' feel so bad about the scant skill points. It will be fun trying to get max wealth to get as many implants as I can.

NICE.

Use Intense Training enough and you're already over-powered. What's your complaint?
